"The war on drugs has failed and should make way for a global shift towards decriminalising cannabis use and promoting harm reduction, says the former president of Brazil, writing today in the Observer. Fernando Henrique Cardoso argues that the hardline approach has brought "disastrous" consequences for Latin America, which has been the frontline in the war on drug cultivation for decades, while failing to change the continent's position as the largest exporter of cocaine and marijuana.

His intervention, which will reignite growing debate in Europe about how to tackle drugs, was welcomed yesterday by campaigners for drug law reform who increasingly see the impact on developing countries where drugs are produced as critical to the argument.

"After decades of overflights, interdictions, spraying and raids on jungle drug factories, Latin America remains the world's largest exporter of cocaine and marijuana," Cardoso writes. "It is producing more and more opium and heroin. It is developing the capacity to mass produce synthetic drugs. Continuing the drugs war with more of the same is ludicrous."

Stock markets are comprised of people, or at least the people who wrote the computer programs that do most of the millisecond trading that dominates price action. .... The media continues to feature the same people telling the same idiotic stories, pursuing the same tried and true practices of distributing insider stock, especially their own, at high prices to the masses. The cash goes right from our pockets to the pockets of the financiers, with the media getting a huge cut in the process. They are co conspirators in a massive criminal scheme, some of it legal, some of it not, to separate people from their money. This time they did it a little too well, and therein lies a problem for the economy. Few have any money left to transfer. "Rep. Barney Frank, the chairman of the U.S. House of Representatives Financial Services Committee, said he plans legislation to restrict the Federal Reserve’s emergency lending powers and subject the central bank to a “complete audit.”

At a recent town hall meeting, Frank said the House would pass a bill to use an audit to crack open the central bank’s books more widely, but in a way that will not encroach on the central bank’s monetary policy independence.

In addition, he said the House would move to rein in the authority that allows the Fed to lend to a wide range of non-bank firms in “unusual and exigent circumstances.”….

Frank said the audit and emergency lending provisions would be incorporated in broader legislation to revamp U.S. financial regulation that would likely pass the House in October. By seeking a compromise with [Ron] Paul, Frank could strengthen the broader legislation’s chance at passage…

We assess the extent to which the greater US macroeconomic stability since the mid-1980s can be accounted for by changes in oil shocks and the oil elasticity of gross output. We estimate a DSGE model and perform counterfactual simulations. We nest two popular explanations for the Great Moderation: smaller (non-oil\link real shocks and better monetary policy. We find that oil played an important role in the stabilisation. Around half of the reduced volatility of inflation is explained by better monetary policy alone, and 57% of the reduced volatility of GDP growth is attributed to smaller TFP shocks. Oil related effects explain around a third.
